I am trying to contact him because I would like his views on what is currently happening with the federal TRIO programs, particularly Upward Bound, which has imposed on it new initiatives some of which are troubling in that they may perhaps constitute violation of regulatory authority. Mr. Owens was a constant source of support and insight about TRIO programs when he was Congressman and we surely miss his wisdom and insight. We would love to continue the conversation with him as well as seek his wisdom. If there is way in which he can be contacted or he can contact me would be greatly appreciated. Paula J.
